1. It’s more natural to say ‘when people first meet‘ than ‘when people meet each other for the first time‘. In the context of meeting each other, it’s correct to say ‘for the first time‘, but not ‘at the first time’. Please also don’t forget ‘the‘ before ‘first‘.
2. You can say ‘facilitate/promote/improve/enhance communication’.
